State Revolving Fund (SRF) Loan Program Categorical Exclusion (CE): Town of Middlebury, Elkhart County; Water Main Extension, and Purchase of New Meters and Monitoring System; Preliminary Engineering Report Addendum #4. SRF Project DW 05 10 20 01.
To all interested parties: This is notification that the Middlebury projects listed above are categorically excluded from substantive environmental review.
Two areas along West Warren and West Berry streets are served by undersized dead-end water mains. By replacing the undersized mains and connecting them with a new 4-inch main, the town will improve water quality and reduce water loss due to frequent flushing, which is necessary on dead-end lines.
The town’s water meters and reading system have been in place for over 14 years. The meters are no longer being produced and replacement parts are difficult to acquire.
The No Action alternative for the mains project was rejected, since poor water quality and water loss due to flushing would continue. The water mains to be replaced are flushed frequently to maintain safe water quality.
The town rejected the No Action alternative for the meters and meter reading project, since the current inefficient meters could not easily be replaced if necessary. Purchasing new meters and a new monitoring system will allow for improved customer service.
The estimated cost for the water main and purchasing new water meters and a new water meter reading system is approximately $128,086 dollars. The town will fund the project by using the balance remaining in SRF Loan DW 05 10 20 01.
