CONTRACT A

WASTEWATER TREATMENT PLANT IMPROVEMENTS

MIDDLEBURY, INDIANA

OWNER AND WORK:  The Town of Middlebury, Indiana hereby gives notice that sealed Bids will be received for the construction of various improvements at the Wastewater Treatment Plant. The Work of this Contract is generally described as follows:

The Work of this Contract is generally described as modifications to the headworks, expansion of the influent pump station, addition of a 3rd channel to the oxidation ditch, addition of a new clarifier distribution box, addition of a third 50 ft diameter clarifier and a second RAS/WAS pump station, replacement of the UV system, construction of a new Effluent Pump Station, construction a new chemical feed building and chemical facilities, installation of new outdoor aeration blowers, replacement of diffusers in Digester No. 1, installation of a new sludge dewatering building and equipment, and other associated piping, pumping, electrical, paving and facility improvements.

TIME AND PLACE OF BID OPENING: Sealed Bids will be received until February 18, 2013, 4:00 PM, in the office of the Town Manager, 418 North Main Street, Middlebury, Indiana 46540. After the official Bid closing time, the Bids will be publicly opened and read aloud at the Middlebury Town Council Meeting on February 18, 2013 at 6:00 PM at the same location.  

BIDDING DOCUMENTS:  The Bidding Documents are on file for inspection at the office of the Town Manager, Town Hall, Middlebury, Indiana.  Copies may be obtained by applying to Donohue & Associates, Inc., 101 West Ohio Street, Suite 820, Indianapolis, Indiana 46204, Attention: Sinda Feagan.  Include company name, street address, name of contact person, telephone number, e-mail address, and fax number with application. Questions regarding the bid documents should be directed to Donohue & Associates, attention: Emily J. Wehmeyer, P.E. A $175.00 nonrefundable payment for each set of half-size drawings and Bidding Documents and $350.00 nonrefundable payment for each set of full-size drawings and Bidding Documents is required.    Make check or money order payable to Donohue & Associates, Inc.  Document delivery will be via UPS ground service. Overnight deliveries of bidding documents will be made only when preprinted shipping labels are provided or billing numbers are provided for UPS or Federal Express.

SUBSURFACE CONDITION REPORTS: Reports of explorations and tests of subsurface conditions used in preparing the Bidding Documents are on file for inspection at all offices listed for inspecting Bidding Documents.  Copies are available at no cost and may be obtained when requesting Bidding Documents. 

WAGE RATES: Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the Davis Bacon Wage Act, a copy of which has been included in the Wage Rate Section of this document.

PRE-BID CONFERENCE: A pre-bid conference will be held prior to the Bid opening on January 22, 2013 at 10:00 a.m. at the Town Hall, 418 North Main Street, Middlebury, Indiana 46540, to familiarize Bidders with this Project. 

BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders.   

CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.

BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of the Owner. 

BID WITHDRAWAL:  No Bid shall be withdrawn for a period of 120 days after the scheduled opening of the bids without the consent of Owner.

POPCORN INTERCEPTOR SEWER AND

NORTH LIFT STATION FORCE MAIN

MIDDLEBURY, INDIANA

OWNER AND WORK:  The Town of Middlebury, Indiana hereby gives notice that sealed Bids will be received for the construction of a 12-inch interceptor sewer and12-inch sanitary forcemain. The Work of this Contract is generally described as follows:

The Work of this Contract is generally described as Construction of approximately 2,100 feet of 12-inch sewer between the Popcorn Lift Station and the North Lift Station, and approximately 1,800 feet of 12-inch forcemain from the North Lift Station to just south of the Middlebury Wastewater Treatment Plant, bore and jack under State Route 13, 125 ft of double barrel siphon  (6-inch and 8-inch pipes) under the Little Elkhart River, pavement and turf restoration, abandonment of the Popcorn Lift Station, and other associated work.

The Work of this Contract is generally described as various process-mechanical, electrical, instrumentation, and telemetry improvements at eleven (11) of the Town’s lift stations.

TIME AND PLACE OF BID OPENING: Sealed Bids will be received until February 18, 2013 at 4:00 PM, in the office of the Town Manager, 418 North Main Street, Middlebury, Indiana 46540.
